[3rd Assignment] What is the relation between politics and globalization? - Kim Minji
1) Summary
This article regards political globalization as a post-national and transnational concept and emphasizes the decline of the nation-state due to the development of the network and various kinds of political influences. Political globalization has two sides, opening up new possibilities of liberation on the one hand, but leading to the loss of autonomy and division of society on the other. The approach to political globalization in this article emphasizes the multifaceted nature and relational dynamics of globalization. Political globalization is based on the global spread of democracy, which has led to the spread of various ideologies, as the proposition 'the end of history' says. In addition, political globalization has raised a global normative culture, including human rights and the environment. As a result, political struggle and legalization have changed more globally. Nationality and citizenship have been separated, which is believed to be due to the blurring of the boundaries between domestic and international law due to the influence of global normative culture. Especially in the European Union, it has become difficult for countries to resist international law. Meanwhile, political communication in the public domain has also changed, and the public domain, which can be seen as a place that can never be institutionalized or controlled by the state, and the concept has been further expanded with the emergence of global public discourse today. Finally, it can be seen that the civilization of politics permeates international relations, and the nation-state is increasingly mobilizing and competing with the actors of global civil society in politics.
2) something new or interesting to learn
In this article, it was considered that the globalization of civil society led to the universalization of territorial norms and practices along the same patterns as democracy, nation-state, and citizenship. As international norms become more common, the transnational connectivity of social movements increases, and political globalization such as humanity has been combined to create a new community. In other words, in this article, the growth of global civil society was seen as a result of increased interaction between domestic and international politics, and it was interesting to see a disagreement over the definition of chronology and terms. It was about whether civil society should be viewed as a cohesive political domain or understood as a term encompassing various social movements, and the lack of consensus on the relationship between civil rights and democracy and the state structure and independent existence was cited as a problem.
3) the point of discussion
The increase in autonomy and the development of multicentric networks with the development of global civil society creates new opportunities, but at the same time can lead to new risks and instability. This is because global civil society actors do not necessarily work for peace and globalization. How can we respond to the negative networks created by people who lack autonomy, accountability, and democratic qualifications?
